fontconfig is not cellar :any
From the bottle we see /usr/local
$ strings -a libfontconfig.1.dylib | grep /usr/local
/usr/local/etc/fonts
/usr/local/var/cache/fontconfig
and in fact it can't find its config file with a non-/usr/local prefix.
Closes #25171.
