getmail: enable timeout support for SSL sockets
that support was disabled due to a bug in Python 2.3, which hopefully
nobody uses anymore.
On the downside, without those timeouts, getmail typically gets stuck
forever when hibernation occurs while the socket is being used.
Closes #28739.
