bali-phy: update to 2.1.1, enable cairo
- Update bali-phy to 2.1.1.
- Build oos as directed in the docs.
- Add --enable-cairo flag to build the rest of the programs.
The compiles and runs without error on Snow Leopard using clang, and
llvm from XCode-4.0.2.
Closes #8491.
