bullet: update HEAD and fix strict audit checks
Point HEAD to new github repository.
Replaced all single quotes with double quotes
Removed require formula
Use sha256
"make install" -> "make", "install"
Use || instead of or
Add test using btPolarDecomposition
Deprecate old options and replace with with-*
Closes #38042.
