imagemagick: Install C++ interface by default.
Reasons:
- It only adds 10 seconds to a deparallelized make job.
- We do it for GraphicsMagick
A new option, `--without-magick-plus-plus` has been added for those who wish to
leave the C++ interface out.
Fixes #13559.
