vorbis-tools: build ogg123 w/libao
vorbis-tools needs libao to create ogg123, a command line binary.
Add a `depends_on 'libao'` and one for `flac` also, because flac
is often found in an ogg container like webm. Ogg123 will also
be used in solfege. Tested by playing some files.
Closes #14134.
