cabal-install: unset VERBOSE, fixes compile error
Cabal-install runs a series of commands that use the env var
`VERBOSE` which has to be either unset or equal to `--verbose`.
Doing a `brew install -v cabal-install` sets `VERBOSE=1` and
breaks the build.
- Unset `VERBOSE`
Fixes #12155
