qrupdate, slicot: improved BLAS/LAPACK support
qrupdate.rb: added OpenBLAS option. Compiled with -ff2c flag for
-framework vecLib to ensure compatibility.
slicot.rb: removed all mention of BLAS/LAPACK, because only the static
library is built.
Closes #27773.
