libcue 1.4.0
This will update libcue to version 1.4.0. No other changes here.
It compiles with llvm-2335.9, gcc-4.2.1, and clang-2.0 from
XCode 4.0.2 on x86_64 10.6.8 Snow Leopard. It builds native
static and shared libraries.
Closes #7990.
