libcdio 0.83

Upgrade libcdio to version 0.83.
Remove the caveat because it works on SL 10.6.8.
Tested on Lion with clang and llvm from XCode-4.3.3.
Tested on SL with clang, llvm, gcc from XCode-4.0.2.
