python: re-order site-packages
* let Homebrew's site-packages appear in sys.path before the shared
/Library site-packages
* rewrite references to the Cellar site-packages in-place instead of
re-adding the HOMEBREW_PREFIX site-packages
Closes #28597. Fixes #35763.
