emacs: Optional dependencies (d-bus, glib, librsvg, imagemagick)
New optionals:
- d-bus for notifications
- glib in HEAD (used for file notifications).
- librsvg for SVG support
- imagemagick for image viewing and manipulation
Closes #30515.
