nacl: homepage move
The homepage has moved. Also added a mirror, and fixed the quotation
marks.
If it’s possible to get bottles for this, even not-completely-optimal
bottles, despite the weird make process, that’d be useful given the
15-20 minute compile otherwise.
Closes #35276.
