subliminal: add HEAD and fix dependencies
Added the HEAD option because v0.7.5 is very old and does not work properly. v0.8.0 is over a year in the making and only available as HEAD. Furthermore, python-dateutil 2.4.1 is not downloadable, updated to 2.4.2, and it requires pyxdg now
Closes #38403.
