LineReferentialSyncWorker,StopAreaReferentialSyncWorker: Enable retry
Now that Sidekiq retries are deactivated
(3487ce6f34ef187a2a8daf170440f51f659c46b7), we need to enable retry on
the workers that need it. We do want retry on the sync workers, so
enable these locally in the worker classes.
