CurlDownloadStrategy: move no insecure redirect check to _fetch
This mainly fixes the problems for subclasses of CurlDownloadStrategy.
More specifically it fixes two things:
* It allows the no insecure redirect check to be applied to
CurlApacheMirrorDownloadStrategy.
* It fixes previous broken CurlPostDownloadStrategy.
Closes #280.
