Add ftplugin/gitcommit_pullreq_editmsg.vim
Disable 'better autoread' for PULLREQ_EDITMSG files. GitHub's `hub` CLI
may be doing some polling on the file or something because I keep
getting prompts to "Load file" after a while when writing pull request
descriptions.
