Formulae should not require knowledge of Homebrew's internal directory structure, and we should be able to alter it without modifying individual formulae.

This taps the system openssl, so this PR fixes that. I’ve also added a couple of lines of explanation about our inability to update this package due to #29450, so perhaps we want to stop shipping this at all at some point, but for now, this secures things on the ssl front. nut, also known as network UPS tools, is a set of tools for communicating with UPSes, PDUs and solar power controllers. It provides a daemon, logging and drivers. It communicated over serial lines, USB, SNMP, IPMI and via HTTP. The name 'nut' is not particularly descriptive and does not help users find UPS tools, but it matches the Debian package nomenclature. This pull request replaces #32651.
