Upgrade libcsv to version 3.0.2.
Add code to use `configure` and make to build this.
Remove code that sets env vars on the `make` command line because
`configure` establishes the correct values.
Tested on Lion with clang and llvm from XCode-4.3.3 by getting
libcsv to pass make check (~.25sec).
Closes #13404.
