This is a dependency for owamp-3.4 and bwctl
Note: i2util includes binaries "aespasswd" and "pfstore" which were
previously in owamp-3.3, and therefore will generate link conflicts
with that package.

A few things here:
* Irssi defaults to using OpenSSL now, so our ``` —enable-ssl ```
argument was getting ignored and Irssi was hooking into the system
OpenSSL regardless. I’ve changed the dep to recommended, and fixed the
configure switch. Revision to deal with the system OpenSSL tapping.
* The Perl element has gone completely rogue. See #34685 for discussion
& problem.
* An optional dependency on Dante so people can roll the whole SOCKS
support if they so desire. It looks for the libs Dante ships, but it
doesn’t firmly depend on them, so optional.

How-to-use-keg-only-outside-of-brew:
* A new piece of documentation detailing how to deal with using
keg_only formula outside of Brew itself. We’ve had a lot of questions
and issues about this recently, and the solutions aren’t as easy and
explicit to find elsewhere, so detailing it here may help reduce some
of the questions we’ve seen recently.
* I possibly whinged too much in the second section. I’m open to
criticism and being called whiny.
* Details flags, prepending the $PATH, and dealing with pkg-config.
